Function/Class to recive data from api by Erus

For my website I require a function or a class so I can fetch data from a soap server. I want to fetch the position of the ship from a website with a api. Input of that ship could be the IMO number or a MMSI number thats know by me... (Budget: $30-250, Jobs: Apache, PHP)
